AN ORDINANCE AMENDING RULES VI, SECTION 19 OF THE INTERNAL RULES OF PROCEDURE OF THE SANGGUNIANG BAYAN OF MARIBOJOC, BOHOL.

WHEREAS, to keep in step with the modern thrust of downsizing, streamlining and clustering of bureaucracies, there is also a need for the Sangguniang Bayan of Maribojoc, Bohol to cluster, and / or streamline its present Standing Committees especially those whose functions are closely interrelated among one another to ensure extensive and exhaustive deliberation of all issues referred to such committee(s);

WHEREAS, adhering to the principle of “lean but mean” bureaucracy, this move will likewise avoid repetitions and duplication of functions and reviews thereby saving not only time and energy on the part of committee chairman and members but more importantly on our scarce office resources especially in the making of reports;

THEREFORE, BE IT ORDAINED by the Sangguniang Bayan of Maribojoc, Bohol, in session duly assembled to amend Rule VI, Section 19 of the Internal Rules and Procedure of the Sangguniang Bayan of Maribojoc, Bohol, to wit:

RULE VI – COMMITTEES

SECTION 1: STANDING COMMITTEES:

The Sangguniang Bayan of Maribojoc, Bohol, shall elect or by consensus select the chairman and members of the new standing committees of the council. For this, the Sanggunian may create sub-committees under standing committees to ensure extensive and exhaustive deliberations on all issues raised in each particular area of responsibility of such committee(s). The Sanggunian may likewise create interim special committees that will handle special matters. The proposed new standing committees are the following:

1. COMMITTEE ON APPROPRIATION AND FINANCE

All matters related to the approval of the budget, appropriation of fund or fund or payment of obligations; determination of compensation of personnel; reorganization of local offices; allocation of funds for projects and other services; annual and supplemental budgets.

All matters related to taxes, fees, charges, loans, study and revision of tax measures and generation of other sources of funds and revenues from both public and private sectors, including codification of revenue ordinances.

2. COMMITTEE ON RESOLUTIONS AND ORDINANCES

All matters pertaining to or related with the following:
2.1 Review of all barangay ordinances:
2.2 All proposed ordinances, whether regulatory or tax ordinance;
2.3 Penal Ordinances;
2.4 Expropriation, legality of any motion, contract of lease or exchange of government properties;
2.5 Legal orders from the Court;
2.6 Naming of streets and public places; and
2.7 Codification of ordinances;

3. COMMITTEE ON GOOD GOVERNANCE AND PUBLIC ETHICS

All matters or questions pertaining to:
3.1 Local Government administration, including but not limited to, organization and management, personnel administration, property and supply management and fiscal administration; and
3.2 Public ethics and accountability of local officials and employees.

4. COMMITTEE ON ECO-HERITAGE TOURISM AND ARTS

All matters related to or connected with the promotion and development
of our tourism industry, promotion, preservation, protection and conservation of our cultural heritage, tourist spots and destination, including but not limited to the Punta Cruz Watch Tower and Park, Abatan River, boardwalks, centuries-old forest and the likes.

5. COMMITTEE ON SOCIAL SERVICES, HEALTH AND SANITATION

All matters related to public and social welfare, and ameliorative
services, public social services for the disadvantage groups in the society including the elderly, the disabled, street children, drug dependents, criminal offenders as well as relocation and resettlement of squatters.

Also, on matters related to the strengthening and development of family life, human ecology and settlement, housing and resettlement, recreation and socio-economic planning and development.

All matters related to public health, sanitation and hygiene; health centers, clinics, hospitals and quarantine services; purchase of medicines and other health and sanitary measures.

6. COMMITTEE ON WOMEN, CHILDREN, SENIOR CITIZENS, FAMILY RELATIONS AND EDUCATION

All matters related to the protection of women and family, measures to
protect working women by providing safe working conditions, taking into account their maternal functions, and such facilities and opportunities that will enhance their welfare and potentials; measures to protect the rights of spouses and children, including assistance for proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development; measures to protect the rights of the families and family associations to participate in the planning and implementation of policies and programs that affect them; and other assistance that will safeguard the development of women and family.

Also, all matters related to the upliftment of the senior citizens especially the privileges accorded to them by law.

Also, matters related to education, i.e. local schools, colleges or universities, libraries and museums, non-formal and community adult education, scientific and technological research; development and advancement, preservation and enrichment of arts and culture, the local ones, in particular; promotion and protection of the youth’s physical, intellectual, spiritual, moral and social well-being; inculcation of patriotism and nationalism among the youth and their involvement in public and civic affairs.

7. COMMITTEE ON ECOSYSTEMS AND ENVIRONMENTAL MANAGEMENT

All matters related to fishing and aquatic resources, fisheries
and aquatic resources and preservation and development of fishing grounds, protect marginal fishermen, prohibits all illegal fishing and construction of artificial reef for fish sanctuary, corals, oyster beds and regulatory measures therefore.

All matters related to human ecology and settlement, zoning and human settlement planning, environmental protection, exploration, development, utilization and conservation of natural resources, including flora and fauna and beautification, cleaning and greening of parks and places of public interests.

8. COMMITTEE ON BARANGAY AFFAIRS AND AGRICULTURAL DEVELOPMENT

All matters related to agriculture, food production, agri-business and agricultural economic research, soil survey and conservation, agricultural education and extension services, animal industry and livestock quarantine, farm credits.

All matters or questions pertaining to:
8.1 Barangay government affairs;
8.2 Creation or merger of barangays;
8.3 Barangay boundary dispute;
8.4 Changing of names of barangays or naming of it; and
8.5 Other related matters.

9. COMMITTEE ON YOUTH AFFAIRS AND SPORTS DEVELOPMENT

All matters relating to the youth; the promotion of the youth’s moral, intellectual and social well-being; the organization of youth councils; and the development of sportsmanship in the community. Spots development programs, amateur sports and competitions and all other related matters.

10. COMMITTEE ON LIVELIHOOD AND ENTREPRENEURSHIP

All matters related to labor disputes and conciliation, labor employment and manpower development, maintenance of industrial peace and promotion of employee-employer cooperation, labor education, standards and statistics, organization of labor market, including recruitment and placement of workers and employment, manpower promotion and development of labor intensive technology.

All matters related to or connected with the promotion, establishment and operation of all kinds of industry, including cooperative development and other economic enterprises.

11. COMMITTEE ON PUBLIC WORKS AND INFRASTRUCTURES

All matters related to planning, construction, maintenance, improvement and repairs of public buildings, highways, roads and bridges parks, monuments, playgrounds and other public edifices, drainage, sewerage and flood control and protection and irrigation and water utilities.

All matters related to planning, modernization, installation and construction of telecommunication facilities, including cell sites, communication towers, cable televisions, radio stations, and the like facilities.

12. COMMITTEE ON PEACE AND ORDER AND HUMAN RIGHTS

All matters related to police matters, maintenance of peace and order, protective services, traffic rules and regulations, fire prevention and control measures, jail management and human rights.

All matters pertaining to human rights, measures to protect the rights of individual pertaining to human rights, including assistance for proper legal attention and special conditions prejudicial to the rights of individuals.

13. COMMITTEE ON INTERNAL RULES AND PRIVILEGES

All matters related to Order of Business, the implementation
of national laws and enforcement of local ordinances, revision and interpretation of the Sanggunian Internal Rules and Procedures Codification; misfeasance, malfeasance and nonfeasance against local officials and employees; committees and their jurisdiction, privileges as well as matters regarding any disorderly conduct of any member of the sanggunian.

14. COMMITTEE ON PUBLIC INFORMATION

All matters pertaining to the dissemination of information of great public interest especially on matters regarding national laws, ordinances, orders, guidelines, fiats, and the likes to better service the public’s right to information.

15. COMMITTEE ON TRANSPORTATION

All matters related to the orderly crafting of policy guidelines on matters
affecting transport of goods, passengers and services; planning and construction of transport facilities and other support infrastructure such as but not limited to terminals, parking, anchorage, etc.; fixing of tariffs and charges; traffic and management.
