ADOPTING THE MEMORANDUM CIRCULAR NO. 2003-84 ISSUED BY THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT TO ALL PROVINCIAL GOVERNORS, CITY MAYORS, MUNICIPAL MAYORS, PROVINCIAL VICE GOVERNORS, CITY VICE MAYORS, MUNICIPAL VICE MAYORS, DILG DIRECTORS AND OTHER CONCERNED, RE: SIGNATORY TO ALL WARRANTS DRAWN ON THE MUNICIPAL CITY OR PROVINCIAL TREASURY FOR ALL EXPENDITURES APPROPRIATED FOR THE OPERATION OF THE SANGGUNIANG BAYAN, SANGGUNIANG PANLUNGSOD AND SANGGUNIANG PANLALAWIGAN.

WHEREAS, pursuant to Section 445 (a) (1), 456 (a)(1) and 466 (a)(1) of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, the Municipal Vice Mayors, City Vice Mayors and Provincial Vice Governors, respectively are empowered and authorized to sign all warrants drawn on the municipal, city and provincial treasury for all expenditures appropriated for the operation of the Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan;

WHEREAS, the approval of vouchers, the disbursement vouchers for expenditures appropriated for the operation of the Sanggunian shall be approved by the Provincial Vice Governor, the City Vice-Mayor or the Municipal Vice Mayor as the case maybe;

WHEREAS, officials authorized to draw and sign checks in the case, however, of expenditures appropriated for the operation of the Sanggunian, checks drawn thereon shall be countersigned by the Provincial Vice-Governor, the City Vice Mayor or the Municipal Vice Mayor as the case may be;

WHEREAS, in order to follow the Memorandum Circular No. 2003-84, it is imperative to adopt this Memorandum Circular issued by DILG for implementation;

WHEREFORE, be it resolved by the Sangguniang Bayan in their session duly assembled;

BE IT RESOLVED, AS IT IS HEREBY RESOLVED to adopt Memorandum Circular No. 2003-84 issued by the Department of Interior and Local Government, Re: Signatory to all warrant drawn on the Municipal City or Provincial Treasury for all expenditures appropriated for the operations of the Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan;

BE IT RESOLVED FURTHER, that copies of this resolution be furnished, the Municipal Treasurer, and other concerns for this information and guidance.
